Anyone who has a floppy seat?

I just bought one from ebay and I am not sure how to use it. Should there only be one safety belt? (so not a 5 point harness) How do you secure the seat to the baby and the cart? What about in high chairs at restaurants? How do I secure it?

There is a lot of extra material in a highchair but it works well and seems comfy although I don’t ever secure it.
